That just sounds like haggling - perfectly normal in property sales where there are multiple interested parties, who are then given the option to increase their offers as required.

My friend in the trade tells me that some agencies entice you with the lower commision fee for sole and give you a higher expected selling price. Then they adjust your expectations downwards and sell it at a more realistic price. As you have been dealing with them, you are less likely to move to a multiple deal and they get the business anyway.... Bit like changing bank accounts, once people open them, they rarely move them even if they get a better deal elsewhere.

My view is you should just start with multiple and broaden your potential audience from the beginning.
