Default Buyer - property with out building reg's etc

Hi, im selling my property myself, my buyer has just accepted an offer on there property. however they have no building regs etc on a small ground floor extension. they have had the council out who advised a lift of the patio to view the work, in view to having it signed off!! they refused. i have told them to alert there buyers of this problem. a) will they be able to get indemnity insurance after an inspector has visited. b) will the mortgage company accept it?. i have voiced my concerns, but i dont feel able to even look for a property myself as i dont want to waste any money on surveys etc, if its all going to fall through ?? HELP !! thanks
