Default Common tenancy and disposal of land

I own apiece of land (common tenant) with my brother on a 50/50 split. I want to develop half of it and put a house on it to sell on. He doesn't want to do anything with his share and that situation could go on for ever. It's gone on for 10 years now. I feel i am being held to ransom but what can I do? I have asked him to get it split so we each own a specific piece of it, but I fear he won't do anything (that is his normal passive-aggressive stance) and he can afford to do this. I really need to cash in this asset. Any advice anyone?

We didn't. It came to us on my father's death 10 years ago. He left it to us. My brother sorteed it all out, I wasn't consulted and just got sent the deeds.
