Default Selling shared freehold flat- problems with other freeholder

Hello,

Posting here as seems like lots of knowledgeable people on board when the rest of the internet has failed me!
Boyfriend is selling his ground-floor flat in London and has share of freehold. Upstairs is a family who are the other freeholders; the woman who lives there co-owns with sister abroad.
In short, the woman is uncooperative with providing the signed documents that allow him to sell and now says they have been posted to the solicitor but they've not been received. She never says an outright "no" to requests but never delivers on anything and is very hard to get hold of (won't give email or phone number, doesn't answer door etc). It took 18 months to get the lease extended recently.
There is no declaration in trust in place so what can he do to move her along and fulfill her responsibilities? He can't be expected to now have to live there all his life (!) because of her and he's worried he's going to lose the sale.... Is there any legal recourse? Under what grounds could he threaten court action and would this need to be declared to future buyers?

All advice gratefully received as he's at his wits end about this. Thanks
