Default Who should pay for the electricity to be supplied

Having recently bought a flat from above a shop which has been purposley converted it is now apparent that the flat does not have its own electricity supply. At present I am receiving elecricity from the shop. When I viewed the property it had lights on and this is also shown on my video which was took at the time.
I really need my own electricity supply.
The question is who should pay to have the supply connected, myself or the seller which is the shop?

Each premises should have it's own supply.

Failing this I suggest you fit a pre payment meter for the supply to the shop.
You can set the tarriff to more than cover your costs and have control.
